West End Ministries, which operates out of Greensville, North Carolina, decided to get tough with drug dealers. Social service providers and law enforcement officials brought in people who could have been arrested that evening -- but were given a choice. Keep dealing and go to prison, or change their behavior and start new lives. Violent crime there is down 41 percent, and has been for four years.
